B1        Successful Recruitment and Retention Strategies Using FosterParentCollege.com Online Training

In partnership with CDSS, FosterParentCollege.com (FPC) provides interactive web-based training for resource parents that helps agencies with recruitment and retention. We will spend time describing the development process behind FPC courses and research that has been conducted, leading to FPC’s rating by the California Evidence-Based Clearinghouse for Child Welfare (CEBC). Next we will do a demonstration of the FPC management system, an overview of available online courses, and how our courses can meet California State’s training requirements. We will conclude with a facilitator-led discussion of how this free resource can be optimized for recruitment and retention of resource parents.

Former and Current Forster Youth Voices can and should be included throughout the Resource Family Approval Process. Learn how Youth Engagement Project (YEP) has been successful in engaging youth on the county level in helping recruit Resource Families. Learn strategies on how to properly have youth voice incorporated by engaging in hands on activities. YEP will provide examples of how incorporating the youth voice into RFA recruitment and the RFA Process can increase placement within your county.

B3        Collaborative Enhanced ISFC Design: Creative Solutions to Support Permanency for Youth Who Have Experienced Complex Barriers to Placement

This workshop will focus on strengthening collaboration opportunities between counties and providers to more effectively meet the complex placement needs of youth. Through an exploration of Seneca Family of Agencies’ Enhanced ISFC model, presenters will share ways they actively partner with counties to tailor the innovative model to fit the unique placement needs of youth in their region. Presenters will also highlight strategies to utilize blended funding streams to maximize permanency-focused supports available to youth and counties. Attendees will have opportunities for questions, knowledge-sharing, and discussion with the goal of sparking creative solutions and partnership opportunities for all in attendance.

The Power of Training and Support will Introduce three powerful and relevant ways to support pre and post approval resource parents. This workshop is teen focused and will cover the importance of teen specific training, support, and empowering resource parents in order to: increase the number of new and seasoned resource parents willing to take in teens, decrease failed placements, and equip resource parents with the tools to effectively foster youth in a loving and understanding environment. You will: participate in teen specific training, role play using real scenarios, hear compelling testimonials, and laugh!

By attending this interactive session you will learn about the Nurturing Parenting Program (NP) and how to end disruptions in Kinship placements.  NP is an EBP which educates and supports Kinship Foster Care placements through helping the caregiver to understand the effects of trauma on the child and how to change their reactions and the child’s behaviors.  Over the past 35 years NP has proven outcomes that show caregivers going from high risk to low risk parenting behaviors in as few as 16 weeks.  Dr. Stephen Bavolek created NP to “eliminate violence in the child’s world” and nurture the child to adulthood with nurturing parent/caregivers.

Faith-based organizations can play an important role in assisting counties and FFAs to recruit and support children and youth in foster care. Within that context, it is also important for everyone involved to understand and to follow laws that protect foster youth’s personal rights in California. Come learn about the roles that faith-based organizations can play in the foster care system and about the personal rights of foster youth that caregivers and others must uphold.

B7        Moving Online: Using Online Orientations to Improve Outcomes and Save Time and Resources

In-person orientation meetings and trainings involve extensive logistics and staffing, and can be difficult for busy resource families to attend given traffic and time restrictions.  In collaboration with Binti, LA County developed an online orientation that achieved good results and streamlined the entire process.  Ninety percent of applicants now complete the orientation online instead of in person, which is more convenient for the families and also saves a lot of staff time. There is still the option for in person meetings for those families that prefer this. In this workshop, you will learn how to plan for and execute an online orientation, see a demonstration, and explore how this might work in their county or agency. Other applications for online experiences that improve families’ experiences and save resources will also be explored.

Come join in a discussion about the general requirements of the RFA background check process, including interpreting CORIs, clarification around clearances vs. exemptions, notification requirements, and exemption processes.  Time permitting, the presenter will be available at the end of the discussion for case-specific questions that were not addressed during the training.

B9       Fostering Home LA County, Putting Recruitment, Retention, and Support into Practice

This workshop will give participants insight into the “Fostering Home” Recruitment, Retention, and Support Model that has been successfully implemented in Los Angeles County.  We will speak to the concept and methodology of the model, as well as its development and refinement.  “Lessons Learned” will be a key component of the workshop.  Further, the importance of the public and private sector working together collaboratively to increase the number of Resource Parents throughout County will be emphasized.  Outcomes, reporting, and sustainability will also be discussed.   The workshop with provided a roadmap for other agencies and community partners to replicate the model in their respective counties.
